Does anyone know how to develop a thick aerobic biofilm on stainless steel which is tightly in static system?

I tried to develop Pseudomonas putida biofilm on stainless steel surface but it was easy to remove from the substratum.

May be pre-coating of SS surface is one option, but I didn't try it before.
