No, there is no such thing for general purpose use. Instead, the best you'll find are specialized tools such as Dragon that turn your own dictation into text. So, if you are working with recordings that are not dictated, or recordings from multiple people, you are out of luck.
Some people do, however, listen to interviews through head phones and then recite them into Dragon. But be aware that the top level of accuracy you can expect with Dragon (after considerable practice) is less than 95%. I know that sounds high, expect that a double spaced page is about 300 words, so you'll be getting approximately 15 errors per page.
