I'm doing lots of Fos staining in mouse brain, mainly in the hypothalamus (including the ARC).

I always used the two following ABs with high staining quality :

1/ DAB staining: rabbit polyclonal anti-c-fos antibody Santa Cruz – c-Fos (4): sc-52R, dilution 1:2000

I would recommend a free antibody database at labome.com. For antibodies to c-Fos you can check the following link: https://www.labome.com/review/gene/human/c-Fos-antibody.html. Abcam has c-Fos antibody (Abcam, ab7963) used in immunohistochemistry on mouse samples (fig 1) (Yuan et al, J Neurosci. 2016). Also, Cell Signaling Technology provides c-Fos antibody (Cell Signaling Tech, 9F6) used in immunohistochemistry on mouse samples at 1:200 (fig 4) (Hughes et al, Sci Rep. 2016). In addition, EMD Millipore has c-Fos antibody (Millipore, PC38-100UL) used in immunohistochemistry on mouse samples at 1:5000 (Mastwal et al, J Neurosci. 2014). Also, Santa Cruz Biotechnology has several c-Fos antibodies suitable for IHC on mouse samples  (Santa Cruz, SC-8047 and sc271243).
