It is important that Mg is not oxidized by this dispersant. I thought to the cyclohexane, n-pentane, benzene or toluene. It would be better if it were not cancerous.

Difficult task. Hopefully you do not need a concentrated dispersion.

Problem here is reactivity towards polar solvents and incompatibility with unpolar solvents (poor dispersibility and high tendency to flocculate).

You may try dispersion at higher magnesium concentration in isopropanol or tert. butanol, then mixing into paraffin oil.
