Dear Renee E. Pierre-Louis, I fully agree with Grzegorz Boczkaj. This is nothing to worry about. Just name two researchers from abroad who are known experts in the field. The only condition is that you should not have joint papers or research projects with them. In the end the Editor will decide anyway whether to contact the suggested reviewers or someone else.
Dear Renee E. Pierre-Louis, normally you do not have to ask colleagues personally to have their names listed as potential reviewers. You could just name 2-3 colleagues working outside the U.S. who are known to be experts in your field. If you don't know anyone, you can suggest researchers (corresponding authors) whose work you have cited in your paper.
Dear Renee E. Pierre-Louis , the request to list "two potential peer reviewers who do not reside in the U.S." looks really odd. Perhaps it would be easier to choose another journal.

You should select experts in the field. The role of editor is to invite the reviewers. Often they don't use any of given suggestions. Sometimes maybe they will take one. How to find experts?
Check PUBLONS
Other option suggest authors of papers that you cited in your manuscript.
You shouldn't habe any concact or colligation with suggested persons.

Thanks everyone for the feedback. I've always felt compelled to ask permission from colleagues (as a courtesy) before listing them as potential reviewers. It seems that it is not the general practice. By the way, I was fortunate to find two international colleagues with whom I attended a global health conference earlier this year and listed their names.
