Non-destructive methods measure soundness, rather that viability. Destructive methods are required for viability, which include germination. But you can do the water flotation test - sound seeds will sink
I think seed viability is tested by making it to germinate. Off course you have to know the seed dormancy period for the species. Some seeds remain dormant while they still are viable untill their dormancy period is broken. Physiological dormancy prevents embryo growth and seed germination until chemical changes occur.
