Well - I have developed a number of scales - You are welcome to peruse and take anything that you might find helpful You can modify them for "classroom practice". It's actually quite a good idea. I recommend the Azjen & Fisgenin - Affective, Cognitive, Behavioural approach - it's pretty robust (see Attitude papers in link. I would also encourage you to look at evidence-based pedagogy and merge it with your scale. The focus should problem be attitude toward pedagogy and ICT - not just ICT use per se.
Specifically, I've been looking at barriers and constraints to effective adoption (Rogers, 2003) and integration of ICT by pre-service teachers but research on ICT's usage in teaching and professional practice share some common attitudinal traits that seem to be shifting as technology innovation and related social adoption patterns for ICT evolve. I've attached Jones, (2004) which, although dated, provides an interesting series of baseline factors contributing to teachers attitudes toward ICT use in professional practice, although more current, broad based research on how teachers value the use of ICT as a tool in teaching and assessment practice might show significantly different results from one context to another.
In Brazil, the Manegment Comittee for the Internet supports periodical researchs mainly on health, education and poppulation profile use of internet use.
The last research on education in 2014 involved 19.000 participants, being 10.000 students, 2.000 teacher of basic school, and also the sudents families.
It was found that 47% of the teachers had the theme of ICT at their education courses, 96% of the teachers had already looked for material and contents for their classes at the internet. Most of them adapted the material for their own necessity, but only 21% of them (re) published it.
The Ministry of Education developed a teacher´s website for all the network of teachers all over the country, where they may look for pedagogical continent and also publish what they produce.
At higher education there is a great variation considering the level of ICT use at classroom, according to different courses and different regions of the country.
There are two important iniciatives at the health field, the Brazilian Telehealth Program and the Open University of SUS (UNASUS). These initiatives have been promoting and helping capacity building for teachers in the use of ICT at classroom, but also for healthcare.
