Abstract
"The purpose of this study is to investigate teachers' core competencies in relation to their innovative teaching performance. Based on the literature and previous studies in this field, four competencies (learning competency, educational competency, social competency and technological competency) are theorised as core competencies for teachers' innovative teaching. A questionnaire on teachers' core competencies and innovative teaching performance was developed and tested. The findings indicate that teachers' educational competency, social competency and technological competency were positively related to their innovative teaching performance. The study also shows that a supportive relationship with colleagues is important for teachers' innovative teaching performance. The theoretical and practical implications are discussed"

Can you be more specific about which group of teachers you are targeting? In the UK colleges and school are subject to the Ofsted framework and the professional standards. Both these frameworks will support your research. However, university lecturers are not subject to these frameworks and most universities use the Higher Education Academic framework.
As a research team at W&M, from 2000-2005, we used an instrument called the COS-R that rated teachers in Title 1 schools on general teaching strategy use, both in respect to frequency and effectiveness as well as the use of differentiated teaching strategies, appropriate especially for gifted learners. The instrument has been used in several studies, has good technical adequacy, and is easy to train others in using. With a 3-point range, it is clear about the degree of effectiveness observed in respect to areas such as setting high expectations, critical thinking, creative thinking, problem solving, and accommodation of individual differences. It is an instrument that may be used by teachers to self assess, by supervisors to identify gaps in strategy use, and by curriculum and professional developers to assess areas of priority need for inservice work.

Yes I have a tool which is known as CORE TEACHING SKILLS OBSERVATION SCHEDULE(COTS) It has ten core teaching skills like- Questioning (S1) to Classroom Management (S10). Rater (teacher) Has to rate these skills at 5 Point scale. Relaiability is .79.
