Although public health is not my area of expertise, I do use certain indicators when I am trying to evaluate the quality of a scholarly journal. First, is its impact. As you know, there are various impact algorithms. None is perfect. In this case, the impact factor is fairly low. But that, by itself, is not a sufficient measure. I also pay attention to the publisher. In this case, Wiley is highly regarded. Moreover, the journal website indicates that the journal has been published since 1985, which suggests it is financially healthy. Third, and perhaps most important, is the quality of the editorial board. Are you familiar with any of the editors or their affiliations? Do these seem prestigious? I do see that there is a broad international representation on the editorial board, and that is important, I believe. I hope this helps.
