We need to do an online rating with about 700 sound files which will be rated by native speakers of a specific language - we need a login, so it cannot just be put online. Most surveys only offer normal questions but uploading mp3 is tricky, so I am not sure how to deal with it...

Yes, I have. For the evaluation portion of my thesis persons had to listen to and rate audio files. I reviewed quite a few platforms but they didn't have the features I needed. SurveyGizmo did. Of course, I must say that I did not have 700 samples, so I am not sure if there is a max.
I did everything from within the platform, sending out the links and receiving notice of replies in my Inbox. During the survey design, I also used a yes/no question handle to filter out those who had done the pilot.
