Which surfactants? My first hit in Google Scholar uses Span 80 and Tween 80 - in the Aldrich/Sigma catalogues. Would be interesting to try PGPR, a polymeric surfactant used in the food industry to make very temperature stable inverse emulsions. Can be sourced from Danisco - recently bought by Du Pont. Don't forget to put my name on the paper if it works ;-).

Degussa is not interested in biomedical research and is essentially impossible to order from. If PGPR works, I would be more than happy to give credit where it is due!
I understand your supply problem. Probably PGPR would pose the same problem. What I read was Journal of Biotechnology 102 (2003) 117/124 (on researchgate. I Googled "PCR water in oil emulsion"). Actually Tween & Span did not work well for these authors. They just used good old Triton X100...
