Hi, we designed a 10-item CCAT (Culturally-Competent Assessment Tool) and successfully used it to assess cultural competence of diabetes interventions in our systematic review  'Zeh P, Sandhu H, Cannaby AM & Sturt J (2012) The impact of culturally-competent diabetes care interventions for improving diabetes-related outcomes in ethnic minority groups: A systematic review. Diabetic Medicine, 29, 1237–1252. The tool was also successfully used in an on-going intervention, results being prepared. If you have difficulties to retrieve this tool, please let me know. Thanks for your suggestion -- my research is in tribal health disparities and I'm simply interested in using this tool for a graduate course I teach in CC, to help make students aware of their implicit biases (I also use the Harvard IAT) and understand the gaps in their knowledge about cultures in general.  I previously used Georgetown's and thought it was great, but it's no longer available.  Appreciate your help -- em

It depends on what you are trying to measure, some years ago colleagues and I developed an evaluation tool with the aim of assessing student preparedness to work with Aboriginal peoples at the conclusion of their medical degree. This tool has been validated and has now been used across a range of health professional programs including nursing. It has been used internally as a pre and post tool. Some more information is available in the following:

The obvious limitation is it is evaluating student perceptions of their preparedness and benefits from other measures of student / graduate ability and application of knowledge and skills.

There are few validated instruments that measure cultural competence and/or cultural and linguistic competence in general, and in health care in particular.  It underscores a gap in the extant research and literature focused on cultural competence.

The Georgetown University National Center for Cultural Competence (NCCC) created a validated measure of both cultural and linguistic competence for health care practitioners.  The study is published in Medical Care.  See links below. The instrument measures cultural and linguistic competence in three factor areas: 1) knowledge of diverse populations, 2) adapting practice to culturally diverse patients/populations, and 3) promoting the health and well-being of culturally diverse communities).  The CLCPA will be posted the NCCC website by the end of the summer and will offer users the opportunity to self-assess, identify strengths and areas of growth in the three factor areas, and provide resources for continued professional development based on scoring and linked to factor areas.  

When I respond to inquiries about cultural competence assessment, I always probe "cultural competence assessment toward what end?"  Often those seeking advice have not contemplated this question.  The goal of the assessment (the desired outcome) informs the tools and processes to be used as well as the participants. Another question to consider is what happens after assessment?   How are results used to advance and sustain cultural and linguistic competence within organizations and among their personnel, faculty, staff? 

It is also important to note that assessing cultural and linguistic competence requires eliciting the experiences of those to who health care or other services and supports are provided.  For example, when the NCCC conducted organizational assessments for public health departments, such processes always involved focus groups or other methods to ascertain the perception and experiences of cultural and linguistic competence from patients, consumers, and clients.  This component of the organizational assessment process provides a rich essential source of information that is often overlooked.

There is much yet to discover about cultural and linguistic competence assessment. I am interested in collaborating with others to contribute to this fund of knowledge.

I'm a professor and teach an interprofessional course in rural public health where we also address issues of cultural awareness -- Maine is 95% white, but we do have significant Somali immigrant and Native American populations (my research is with the latter).  I was disappointed that Georgetown's site was down for so long, so happy to hear that it may be back up.  I particularly liked the fact that they addressed remediation so well, so I'll be happy to see that.
