Dear Sayyad, there may be 2 approaches to your question: technological and economic. But I think that technology is already there, so economic question is more interesting. I do not have exact paper about that, but thought about that and will outlay some of my ideas here.

Some countries are facing water scarcity. If they have high energy endowment (like OPEC countries), they can convert some energy into water. The key factor is the cost. I heard that the current cost is close to $1 per cubic meter of water. But renewable energy today is often a bit more expensive. Now another question: how much will be water demand at this price? This water may be OK for basic needs (like washing), but it may have not sufficient quality for drinking. Its dominant use is probably in agriculture, but it can be too expensive for major crops (like wheat or rise), and be used only for expensive crops (like fruits). This will define microeconomics of penetration of desalination technology.
