The concept of the Deep State is the very essence of the conspiracy theory. A shadowy organisation operating deep with our society to undermine our freedoms and economic welfare for the benefit of elites.
Is this based on any real evidence to is it more likely that the Deep State is actually simply the manifestation of the state itself? Has there ever been a society that was not founded by and effectively controlled by elites?
More to the point why do those who so fervently rail against the concept of elites believe that an uneducated proletariat, driven by a largely mythological idea of what democracy is, could function without a deep infrastructure?

The pejorative term deep state refers to an element in society often described as 'elites' who operate in their own interest and primarily against the interest of the 'ordinary public'.
This is usually argued in a conspiratorial fashion drawing on incidents or states of affairs that are presented as evidence.
The fact that much of this evidence in non-sequitur and often non-existent is ignored as an inconvenience. The concept of deep state is both self-seeking and self -supporting and anyone who questions it is somehow part of the conspiracy that keeps it in existence.
Of course societies have elites, the absurdity of rewarding high achievers while decrying elites is illogical and self-evidently preposterous. All societies need elites. Even hunter-gatherers are not entirely egalitarian and have outstanding individuals who often take a leadership role.
Complex industrial societies, and by that we mean any since the earliest days of sedentary living and the adoption of agriculture and animal domestication have needed elites. Large communities prospered and flourished because they had leaders and a class of experts and highly skilled individuals within them. They are the elite.
All societies including those claiming to be non-elitist and egalitarian are a mixture of collaboration and competition. These two apparent opposites are in fact the twin pillars of a society. Neither can work without other. It is not axiomatic that an elite is working against the interests of those who consider themselves outside of this elite.
Neither can it be presumed that those with special skills and talents should not be rewarded for having and employing them.
All states are deep states. Try running one without a deep infrastructure and an establishment. Try providing healthcare, education, law, architecture and security without deep foundations.

A modern state needs developed state institutions to function. Whether they are "deep" /9which means that they limit elected politicians too much) is a normative and empirical question.
