I need this publication for my PhD scholarship in Australian universities.
The journal could be in other areas just it should be credible with fast processing editorial board.

Why is speed important? Is it not more important that the paper is handled well, and carefully read by experts? I can assure you that it does not pay off to send a manuscript to a journal with a bad (or even non-existing) refereeing system - a sloppy journal will simply ask you to pay a fee, and then publish it, without anyone carefully reading it. That would be a bad idea.
