This is an interesting question, though it's quite difficult to get a unique answer. I can tell you what is currently done in Italy, precisely in the region of Milan (Lombardia). Be aware that this applies only in that area, as other Italian regions have different legislation and planning procedures.

When an urban plan is done (things can be different in case of regional or provincial plans), we have to consider that a city council is elected every 5 years. Because of this, the strategic part of the city plan forecast the development of that city in 5 years. Then, we have a statutory part of the city plan (which can last until this is changed. Usually, the statutory part of the plan is changed according to the strategic one).

Because of this, when we forecast what has to be done, we (urban planners) are required to 'size' the plan development according to both: 1) the probable demographic evolution, and 2) the related need of services. 

This is because in Italy -and in region Lombardia- we have standards to respect (e.g. 26.5 sqm per each resident living in a city/town, divided per 'education facilities', 'green areas' such as parks, 'parkings', and 'others').

Therefore, We have first of all to check the current ratio between existing services and the population living in the city. Then, we forecast the population change in 5 years. In the end, we know how many services (and which ones, e.g. parkings in case there are not enough) we need to provide for the whole population estimated to live in the city/town 5 years from now.

This could be helpful to give you an idea about how things work in an Italian region, at the local scale.

City Plans are not designed it is planned and in India the Town Planning Acts specify the planning period say for a Development Plan or Master Plan the time period is about 15-25 years. Local area plans Like Town Planning Schemes in Gujarat is for limited time period

In Canada, city or community plans tend to have a planning period or "time horizon" of 10-15 years,  though a review is usually required every 5 years (provincial planning laws and policies on these matters vary somewhat). For broader metropolitan or regional plans, the typical planning period is 20 to 25 years, and may even be 30 years, but again there is a requirement for 5-year reviews. Usually, when such a regional plan is put into effect, shorter-term community plans are developed for the various districts of the region.

As other colleagues generally mentioned, duration of a spatial plan depends on the dynamics of a selected settlement such as the trend of population (quick-stable-slow, increasing-decreasing), hinterland relations or interactions with other cities (harbour city, international center, landlocked reserved settlement, etc.), threats or risks of the settlement (natural disasters, climate change, war conditions, etc).

In the 20th century, it used to be very common to develop spatial plans with a target of a specific date, e.g. Ankara Master Plan 1990. Later on, city/town planners prefer to focus on developing spatial plans with reference to the expected development goals such as estimated settlement's population, proposed sectoral developments, etc.

However, some of our colleagues mentioned, some authorities might prefer to design/develop the plans based on their service period. For instance, as we experienced in Turkey, municipalities usually prefer to develop plans within their governing period. Thus, they tend to develop a master plan for five years by supporting them one-year-implemantation plans.
