Unfortunately, I do not have Indian but can provide European and Chinese data. I suggest finding the factors have an influence on the heavy metals out of the waste composition and compare it with the Indian waste composition. Gut reaction, higher GDP larger proportion of heavy metals from batteries and used electronics.

Although we want to avoid heavy metals in the landfilled or incinerated waste, if the waste does not mix with industrial waste, the heavy metal content won't change the status of the waste to hazardous waste.

As explained above, main reason for heavy metal contamination is, the batteries and electronic wastes. On the other hand, a good strategy in following the heavy metal pollution can be; to identify the places which have recycling activities and precautions taken for medical wastes. If medical wastes mix with the MSW, it's a great catastrophy. Also, if there is no main recycling activities or source separation activities in a city, this can directly affect the level of the heavy metal contaminants because not only the batteries but also the plastics and even the detergents and medicines disposed directly to municipal solid waste have great affect on this type of pollution.
