Have you tried looking for CRM of dust i.e. CRM (NBS 1648, urban particulate matter)? You get certified of some metals in the CRM which can be used to verify your analytical method.
We used NIST-SRM 1648 (Urban Particulate Matter) for EDXRF analysis/QC (also spectrometer Standardization/Optimization). It has a whole range of heavy metals at trace to major concentration levels. It is available in powder form.
Further, if you specifically want a SRM deposited on filter media itself...there is NIST-SRM 2783 as PM2.5 (< 2.5 um aerodynamic diameter) particles. However only two loaded filters and two blank filters are provided with each set. So I guess if you use a destructive technique like ICP-OES/MS or AAS you cannot use it many times or you have to buy multiple sets.
