Thank you for your nice question. Both CO and NO act as ligands in coordination chemistry. Based on the molecular orbital diagram of CO and NO, one can conclude that, CO is better sigma donor and pi acceptor than NO. That is why the metal-carbon bond in metal carbonyl complexes is generally stronger than the metal-nitrogen bond in metal nitrosyl complexes as mentioned by Frank T. Edelmann. Therefore, I think, materials having stronger affinity to NO and weaker affinity to CO would be exceptional. Best wishes.

Thank you for posting this interesting question, CO is a dative, L-type ligand that does not affect the oxidation state of the metal center upon binding, but does increase the total electron count by two units. Although it is a very poor base, and strong field ligand due to the presence of π back bonding. There are two bonding interactions at play in the carbonyl ligand: a ligand-to-metal n → dσ interaction and a metal-to-ligand dπ → π* interaction as mentioned by Shafikul Islama and Professor Frank T. Edelmann. However, NO ligand can act as a π-donor because it can make nitrosyl intermediate species. you may also follow some books like James E. Huheey, Miessler, Fischer & Tarr.

You may use iron dithiocarbamate complex because it has been proven to bind strongly with NO, though it has not been investigated for CO.You may check:
