By using inorganic salt precursors. my goal is produce submicron particle (about 150nm) with narrow size distribution . which parameters Changes in the sol-gel method can increase the growth rate and Decrease nucleation rate ? Of course with particle size distribution.

Yttrium aluminum garnet (YAG) can be prepared by various synthesis method, but to get submicron size particle, you may try combustion synthesis method. As it is easy to prepare and no extra annealing is required. It can be prepared at 500 degree celcius.
Combustion by mixed fuel technique can be used for preparation of YAG in single step. In this method, urea (fuel) is suitable for aluminum nitrate, whereas glycine (fuel) is more adequate for yttrium nitrate.
You have a fundamental dichotomy and conundrum in the phrase: "production of sub-micron powders" especially with the further statement: "my goal is produce submicron particle (about 150nm)". You cannot produce a powder with particles this size that are free, discrete, and independent. You'll produce a powder of fused aggregated post- and submicron particles. 'Nanopowder' is an oxymoron from transport properties (although a back-calculation from BET SSA may suggest - incorrectly - otherwise). See, for example:
