Google's Image Search let's you search pictures based on a referenze image. Simply drag'n'drop the Image into the Image-Search field.
If I understand you correctly, you are asking for a general, "non-text" based, search engine. You may not realize it, but the successful development of such engines depends on the development of a *universal* form of data representation, since then the same organizational machinery for the search engine can be applied to all records, independent of their nature (images, documents, etc.).
Obviously, such search engine does not exist, but we are in the initial stages of its development.
The first image search engine I've encountered was TinEye image search engine. Latter on, Google's Image Search became popular and is now dominant.
I've seen attempts in audio search engines, but it is limited to "dictionary type" and indexing of sound tracks for finding the original stream an extract belongs to and to find its original title, author etc.
There is a growing trend of non-text queries in mobile phones. As examples, Google Goggles (http://www.google.com/mobile/goggles) accepts photos from you camera, tries to identify the content of the picture and runs a (tailored) Google query with it. Location services take your current location and query for points of interest in your vicinity. Systems like Siri take voice commands as input.
In general you can search only a limited subset of the Internet or in special databases, but non-text queries seem to gain importance.

Non-Text based Audio Search Engine is possibe, But it will be computationally so expensive. This can be Explored by using classical pattern recognition approach and for searching Dynamic Time Wraping(DTW) can be used.
