An electric point charge is found at rest in some inertial frame. Another charge is accelerating along a straight line with respect to the same frame. The question is about the interaction "felt" by the second charge in its own permanent rest frame being retarded or not.

Convincing arguments are particularly appreciated. Note that there is no relativity-of- acceleration principle in physics . . .
