At present there are huge fund needed to attend in a conference for.presenting research work. Unfortunately, I faced that there are no good feedback or concrete ideas to develop the writings of that particular manuscript. Should I still submit the paper once there r no feedback too?

I think it is very important to check the theme of the conference you are aiming to attend. If that is matching to your research focus, you might seen people attending the conference with similar research interest and expertise. That will give you an opportunity to interact and exchange knowledge. If you are not seeing that, then think twice before you make a call.

I see a conference mainly as a platform to exchange ideas. Therefore it is important to expect interesting people. To develop an article further, the feedback from a scientific journal is often more productive.
I think wastage of money to achieve more than u expected is not a big deal. Conference is a platform that promote your confidence, knowledge and more over you can also check merits and demerits in your personality realited to your career attitude
A main reason for attending conferences is a chance to meet with experts from academic and industry peers. As you build your professional network, conferences can become a right place for meeting with people in your specific field of interest that you can share and earn knowledge.

I understand your concern and honestly had quite similar experiences. So far, it wasn't my presentation and the direct feedback that helped me. It was rather the people who approached me after presenting the paper who helped me either in my research or in terms of networking. It happened before that I was approached after my talk and someone who wasn't even at my talk said: "I heard you gave a talk about that topic... tell me about it". That was usually helpful.
Also, as the other peers mentioned already, there are different conference formats. My paper was just rejected for a conference were I had to submit a full conference paper and not just the abstract. Even though not being accepted, the feedback helped me getting ideas to improve the paper (and to be honest, it was a "free" (condensed) peer review).
So, even though there being a number of formats, there is usually always a way to get feedback for your research from people you might not even know before.

I am totally agree with all the answers provided by different researchers. However, I would suggest you to present your work in those conference which ask for complete paper and assure you to publish your paper in the Peer Reviewed Journals or any good electronic data base indexed by good agencies.
