Many scientific sources define lakes as ecological hot-spots with extremely high concentration of biodiversity in comparison with other ecosystems and extremely theatened by human activity. In the same time we can observe increasing pressure on lakes by different exploitation attempts (fisheries, aquaculture, recreation and tourism etc), skilfully named as "lake ecosystem management or water resources management".
You are right in your explanation."Conservation" is a hazy word especially for developing countries,which is conveniently side lined when ever emphasis need to be given to it.Only in recent times have some of them set up some sort of think tanks & departments to redress the situation.But they have a long way to go.Unless the importance of biodiveristy is understood by the administrators,conservation of biodiversity just doesn't strike any note.
Because of increasing pressures on use of lakes,it will be difficult to address the situation.
For e.g.in Dal lake in Kashmir,catching of threatened fish varieties is prevented by the banning of certain destructive gears.In one state,balance reservoirs are created- which simulates lakes,which are not to be touched - for conservation of biodiversity.
