One would assume that this would vary from country to country depending on the government policies. For example, in some EU countries the central government who have more powers in rising money from taxation than the local authorities on one side limit the amount of financial support to the local authorities, whilst at the same time limit the amount of local tax that they can charge. It is claimed that this is to make the local authorities more financially self-supporting. This promote commercialization where in part local authorities attempt to run as businesses. Therefore, in order to 'preserve and develop the city' they have to foster partnership with commercial or not-for profit entities. In these instances the local authorities have more of the role of facilitator or enabler. They identify the local priorities and seek external partners to deliver them. This may include assisting with sourcing local, regional, national or international funding for project in order to deliver the initial projects that would act as a catalyst for future activities and development.
Yes I agree with you . But financial support alone is not enough. All requirements, vision , support, technical staff , but nothing can be done without financial support
The Cities are measured by the extent of their services, so I think the financial support certainly have a role to play in supporting the local government
