A very enlightening read indeed, esp about Pareto efficiency and pareto improvement. Taking an example of school effectiveness; I would say that a school full of effective classrooms is an effective school and one of the pareto improvements of such school is improving practices that involve changing habits ( students & teacher ) apart from creating knowledge.
