CNTs can be contacted by using gold micro-electrodes. These electrode structures may be fabricated by photolithography before placing CNTs between them. Alternatively, gold may be deposited after putting CNTs on the substrate.

But placing single CNT on substrate may is a challenging task, special tool/techniques such as AFM, nanomanipulators or dielectrophoresis etc.

Yes.  Sandia and Los Alamos share a DOE nanoscience user facility - CINT, Center for Integrated Nanotechnologies.  Sandia has developed Discovery platforms that are available to make the measurements your are interested in.  The proposal process is simple and can be found at cint.lanl.gov.  Good luck.

Dr. Siegal, I do see that CINT has a laser direct write capability, however ( and I"ve updated the question) I'm uncertain that the laser system has the ability to address individual CNT's ? (there does not appear to be a system for responding directly to people who answer one's questions, it must exist, just not obvious to me).  We would plan to make an array of closely spaced CNT's, but would not want to short circuit between them,

CINT does have the ability to write thin Pt lines in their FIB instrument.  I've used this in the past.  Your best bet would be to contact the appropriate person at CINT.  If you contact me via email directly, I'll be happy to provide you with a name and email address.
