Last year we published an article where we evaluated the Costa Rican program of payments for environmental services inside an Indigenous territory using a system of principles, criteria and indicators. Since land is communal in these territories, the payments are administered by a local governing body and the money is used for the collective good, as opposed to individual interests as occurs outside these territories.
We are now considering making an evaluation of the performance of the program nationally -including both indigenous and private land owners. The goal is to establish a monitoring approach to periodically check how the PPES is performing.
Do you have examples of methodologies that evaluate the performance of PROGRAMS of Payment for Ecosystem Services (PPES) in your area, particularly at the national scale?
I hope we could have also a lively discussion under this fascinating and yet complex issue.
