I am doing a study on the potential value of ethanol--as an octane enhancer and as an oxygenate--if increasingly used as a gasoline additive outside of the United States (which is already saturated at E10), to complement the work that has been done on increasing mid/high-level blends domestically.
Unfortunately, the only sources (other than Wikipedia) that I found to report on the markets for octane and oxygenates abroad cost thousands of dollars to access - e.g., Hart, IHS. Any references you could point me towards would be appreciated. Alternatively, if you're familiar with the market and regulations related to octane and oxygenates, and/or the prevalence of carbureted vehicles, in any non-OECD country, I may end up doing a case study or two (depending on data availability).

On p I.17, "liquid biofuels" include biofuels blended into gasoline and gas/diesel oil, including oxygenates (bioMTBE) and ethanol. At the end of this IEA report, each country has summary table which includes the most recently available data (2009-2010 annual) on the liquid biofuel production, imports, exports, etc in units of [kT] (all values are referenced, but certainly there is variability in the quality assurance across the sources). While it isn't clear how much of the liquid biofuels are used in transportation, specifically LDV or HDVs, in more developed countries the majority of the liquid biofuels likely are used in this transportation sector.
It appears that across the list of non-OECD countries there are five larger geographical regions: China, India, Former USSR, South America, and African nations, so, it might be worthwhile to focus on one or a few of these larger regions. Or, a country within South America or Africa that may have higher quality (reliable) data on transportation fleet and/or prevalence of carburated vehicles, for example.
With assumptions clearly stated, Mexico might also be good to look into for a case study, especially considering the high population density of their capital and in other metropolitan regions, and proximity to the US and contributing to regional air pollution.
