I am doing a study on the potential value of ethanol--as an octane enhancer and as an oxygenate--if increasingly used as a gasoline additive outside of the United States (which is already saturated at E10), to complement the work that has been done on increasing mid/high-level blends domestically.

Unfortunately, the only sources (other than Wikipedia) that I found to report on the markets for octane and oxygenates abroad cost thousands of dollars to access - e.g., Hart, IHS. Any references you could point me towards would be appreciated. Alternatively, if you're familiar with the market and regulations related to octane and oxygenates, and/or the prevalence of carbureted vehicles, in any non-OECD country, I may end up doing a case study or two (depending on data availability).
