Mostly oriented to policy evaluation, these guidance might help perpetuate and discontinue policies based on their efficacy and their cost-effectiveness instead of political will. Not a panacea, but a basic measure that might bring massive improvement.

Exactly what you are doing: Invite the population, community-based leaders to think about strategic actions consistent with their local realities. Public policy reforms must be planned in the collective, together with local representations. My slogan as a public health consultant is: "With people, for people, never without them".

In essential terms valid in every part of the globe.
Primary prevention, secondary prevention and tertiary prevention entrusted to three different levels of the national health system.
Two different control rooms: one for the first level and one for the second and third level.
The first control room has inside some representatives of the different local communities.
The first and second control room detect with the appropriate tools the real needs and the ways in which they are configured in different request for services within limited territories. All these elements are regularly reported to the Ministry of Health, which provides for the preeminent organizational and financial aspects and to orient research in relation to the real needs identified.
