It is common that we have significantly contributed to writing general reports (e.g. WHO reports) that are expected to result in several papers afterwards. This has especially been the case during the COVID-19 pandemic.
Afterwards, there are two scenarios:
1) You continue to contribute significantly to all the papers derived from the primary report and write the better part of them.
2) You stop contributing after the report is delivered and another team writes the papers.
What would you do if you get a message from the affiliated organisation (that claims the ownership of the main data or hired you during the report development) informing you that you are not the first author of the papers in each of these cases? Please feel free to expand and build upon the discussion.
P.S: To be clear, I am NOT talking about a thesis as the primary report.
Mutual understanding between the authors is a key to resolve an issue like this.

You should cease all collaboration since the organisation is dealing with you treacherously and stealing your work. In future, have a contract that states you are the sole owner of copy-write of any reports that you prepare, or else don't collaborate. Anyway, it's not good to create papers from reports since that is not really their purpose. Always publish on your own in independent HI journals from your own formal research, then you can be creative and get all the glory :)

In my opinion, the terms and conditions guiding the partnership we have would determine what my next line of action would be. If the terms were however not spelt out at commencement of the study and report writing, it may be difficult to demand to be made the first author. If I however feel cheated, that could possibly be the end of such partnership.
I have had all sorts of partnerships with employers and writers' groups in my life, such as educators at Peoples' Friendship University of Russia (PFUR). And if I have been asked to use my materials, I usually agree. After all, it is so important that research materials are disseminated around the world as widely as possible. But in the case of extremely brazen borrowing, I terminate business relations immediately.

I think this issue can be solved by discussing with them who have claimed to be the main author...if issue can't be solved being main author u can copyright it..

i think definitely yes...if you are the main investigator of any report... your main contribution
but if there might be some conflict between authors ....MUTUAL UNDERSTANDING WILL HELP YOU....
I think it depends on what the papers are.... if you're the main investigator then you should be the first author of the first publication from your own data.
If you already published the data and someone else does a meta-analysis that includes your data but combines it with additional data, then that's less clear.
