Agile Software Development describes a set of methods and techniques that are used to stay responsive to changes in requirements especially during development and to adress the lack of deep knowledge of customers concerning software engineering. As far as I am informed "Society 5.0" has its focus on networking and IoT. Thinking of Society 5.0 refering to this, Agile Software Development is probably suitable to new ways of liasion between legal authorities and companies building that infrastructure. On the other hand roadmapping is actually quite a "waterfallish," linear thing to do which isn't adressed at all by pure agile methods like scrum. My first conclusion would be that Agile Software Development isn't suitable for classic roadmapping in the first place and both sides - Agile Software Development and Roadmapping - need customizing and adjusting to each other to deliver some sort of benefit in planning a Society 5.0.

If by Agile you mean the principles and practices as described by Ken Schwaber, Kent Beck, Alistair Cockburn, Scott Ambler, and the other well-regarded professionals, I agree that it can be *part* of a good foundation. To Agile, I would add the principles and practices that IEEE P2675 is defining in the soon to ballot DevOps standard.
Sadly, far too many organizations are desperately searching for silver bullets and are not willing to take the time, make the required investments, bring on board the right change agents, or lead them wisely as required to shift the organizational culture during the adoption process and focus on maintaining and continuously improving it based on data, as Peter Senge describes in the Fifth Discipline. Check out the SEI's IDEAL model for ideas about how to adopt both the letter *and* the spirit of these foundational principles and practices. For Society 5.0 to be successful, we must focus on the knowledge, skills, behaviors, capabilities, processes. ethics, and wisdom of the individuals, teams, and organizations involved and their willings to learn to stand on the shoulders of giants as opposed to their feet.
Understanding Society 5.0 as the idea of a society-centric world, and knowing that people nowadays are innovation-driven, I would argue that Lean Startup would be the way to go.
By Lean Startup of course I mean the combination of lean manufacturing and agile. However, this approach would not be to roadmap, but a way to innovate, implement, measure and learn.
The development of businesses and products with a human and society centric vision with lean Startup as framework, would provide a solid path towards Society 5.0 in other countries.
