Society 5.0 philosophy that introduces Japanese Prime Minister Shinzo Abe, the philosophy of "Technology is not as a threat by society, should be perceived as a support." justification by faith, he said.
By its very nature, realization of the Society 5.0 vision in Japan will require close and effective strategic collaboration between government, academia, and industry, which is already underway.

The concepts of Society 5.0 is too idealistic! While more than half of the world is still in quandary about IR 4.0, the coming of Society 5.0 is too drastic to be understood in full.
The advent of technology and infrastructure in the Third World Countries is not standardized. It varies in terms of level, capacity, capability, reach and so on. Imagine those Developed Nations, for a comparison. It is an acceptable reality that the development and quality of living among regions of the world is not equal. This creates difficulty in streamlining and standardizing development; and most notably the GDP. Hence, we will witness some regions are still talking about poverty, famine, starvation and crops while the other regions keep on harping on advancement in IOT, Big Data and the likes.
Even the United Nations still practice discrimination! There are countries with veto powers that are still bullying the rest and acting like Big Brothers. They too would like to see this world is divided into factions and situations like being explained in the 2nd paragraph above. These countries too have dictated how our lives are being shaped and determined. So why banging on the issue of collaborations among countries whereas they have been set to be divided as such?

Maybe not other countries but only Japan can achieve this because they have been investing for long-years... And their ennvironmental,social,financial structure is suitable for this change and collaboration.
But generally your ideas seem so logical.

If one has been to the country, one will surely amaze of the harmonious convergence of technology with society and life!
