To the contrary, I would make them exactly the same. The one exception is if there is no way to give away something you are testing, but that's more for blinding. For example, I had a survey for control and treatment groups and had to have one survey say, "How well did X and Y improve your...." and the other say "How well did X improve your..."
except for the difference in terms of having the disease and not having the disease, the cases and controls should be exposed to the same inclusion and exclusion criteria and also should be asked the same question to avoid bias.
