The answer to your question depends on the purpose for which you initially decided to employ Delphi method: If your goal is to identify items for your research, then you keep on with reaching consensus on as many items as your panel comes up with. If your goal is Delphi method to identify the 4-5 most important ones, then you include only the items that reached consensus. In each of these 2 cases, the question to your panel of experts is different: in the first case you ask them to identify items and you inform them about items which were identified by other experts or your team, with the goal to get their consensus or not about them. In the second case, you ask them to prioritise the given items.
