There are always postulations about the freedom of expression and human freedom under capitalism and arguments of the dark practices of communist regimes in stifling freedom of expression and individual freedom generally. However, from all societies, even those with fascist regimes, the human spirit appears to have found a way to be creative in the arts and sciences and advances have been made.
It is worth to study Salvador Dali, for example, in respect to your question; Dali came first into my mind, concerning your query.
I notice that you talk about creativity but you do not mention the attribute of "moral" creativity. In principle human creativity indeed can be "favored" or "disfavored" by some "societal political economic philosophy", but they do so because these philosophies are themselves a product of human creativity. You mention the creativity in arts and sciences, which indeed points to very diverse motivations for human creativity, like competition, desire to express oneself in "exoteric" or "esoteric" ways (borrowing the phrases from Leo Strauss) depending on the degree of freedom of expression, economic motivations, etc. So maybe a hint to your question may consist in Leo Strauss's "exoteric"/"esoteric" distinction. Otherwise, I think you should specify the kind of creativity you are referring to, because the human spirit can manifest itself creatively in practically anything, but indeed in different directions (moral, ideological, pragmatic) according to specific sets of social values, institutions, political regimes, economic views, etc.
Thanks Ionut: I was actually intrigued by the irrepressible nature of the human spirit as I have found it. I appreciate your perspective bringing in Leo Strauss. i was looking to see corroboration or contradictions to that. Major political contraptions have produced creativity in the arts and sciences. Even the ones thought to be repressive etc have some things to their name even if they came about with the attempt by people to resist such dark ‘violence’ against the human spirit.
If I may add. Societal, political and economic philosophies have always triggered creativity and human expressions in art and science aforetime. Needed to be mentioned for example are strides made during the hard times of the world wars. Humanity was pushed beyond "limits". And to survive, unexpected inventions which showcased inherent creative abilities in man were seen.
