Do some journals accept the manuscripts of scholars, who have a lot of publications, more quickly than beginners, who have no or less number of publications, irrespective of the quality of the manuscript?

Sometimes it might happen but the first and foremost qualification for acceptance of any manuscript in any journal is the quality of the paper. A first person might submit a very qualified article despite the experience he/she has. Thought experience has a significant impact on the acceptance of the article since the journal's requirement might demand several things and this might make the acceptance time more lengthy for a person who is submitting a paper for the first time.
