I think, you are speaking about photon frequencies, not phonon. Unfortunately, blue and red stripes will be insulating. Some metallic stripes will have some silver color. In any equilibrium state it is impossible to obtain non-zero voltage in close loop. So, step-by-step you will come to semiconductor crystal with two types of doping. Light is necessary to create non equilibrium state in crystal.

Still, what should the different phonon frequencies be good for? As long as the two differently coloured materials have the same temperature, there is no possibility to obtain any energy, since the thermodynamic efficiency (maximum: Carnot cycle) is directly proportional to the temperature difference.

I don't see that this changes anything; it will not work if the different materials have the same temperature. But maybe I didn't fully understand your idea, so please comment on the temperature difference again.
For comparison, photovoltaic cells, generating electric power, effectively operate between the sun's and the earth's temperature, so the maximum theoretical value for their thermodynamic efficiency is very high.
One effect comes to my mind that relates phonons and electrons in a way that could match your idea: the phonon drag contribution to the thermoelectric properties of a material. However, to gain energy from this effect, one needs a temperature difference to obtain a preferential direction for the phonon movement; then, if electron--phonon scattering dominates, the phonons drag the charge carriers along.
As a "solar application" one would just need to expose only one end of the thermoelectric material to the sunlight (making it the high temperature end) and keep the other end in the shade (making it the low temperature end). However, this obviously leads directly to the Seebeck effect, where it is well-known that the hot charge carriers themselves contribute directly to the obtained voltage (and the phonon drag is just an add-on). So, this doesn't fully fit to your idea.
However, you explicitly spoke about "materials with different phonons wavelengths". What should this difference be good for? Did you think of a different "driving force" for a directed phonon movement? Please explain your idea in more detail.
