Many Open Access journals put the policy of waiving Article Processing Charges for authors from low income countries (LIC). But, in some cases, two things often happen. (1) The review of submissions take several months. (2) The editorial offices reject the submissions in few days based on excuses that are difficult to challenge. Interestingly, such things happen very rarely in Open Access journals that are not yet listed in Scopus or Web of Science. Anybody with similar observation?
