We can use 4.5phosphate buffer as per their requirment.

In pH 4.5 phosphates can not "produce" buffer capacity because pKa of phosphates is about 7,2. Actetates of pKa about 4.8 are able to form good buffer in pH range 3.8-5.8 (pKa ± 1).
