Make sure you are using the disodium EDTA salt and not the acid (or neutralize it).
Check the pH of the solution (should be around 8.5), you can add NaOH or KOH (which are fairly, around 1g/ml, soluble in ethanol) progressively and shake after each addition until completely solubilized.
Heat the solution while stirring with a magnetic pellet (EDTA is stable to temperatures far beyond boiling point of ethanol), but watch for vapors, and keep off ignitions sources.
Check the order of adding things to your final product to look for other steps it may be added in, in which more water is available. Hope this was helpful.
