having a compact thick TiO2 coated film on titanium alloys is depend on many parameters including prepared TiO2 solution and it’s properties ( sol gel method is used mostly) , applying method ( spray coating, dip coating, so on), drying method, and finally calcination method and its temperature (if it is needed in your case).
I suggest you to study some of my papers about TiO2 photocatalyst and TiO2/WO3 memory photocatalyst and their application as coated films on titanium sheets
Base on our propose (preservation of titanium artifacts) we aimed to have a thin day-night memory photoactive layer on the sheets which was transparent and stable. Hence, the layers we coated on titanium had a nano-scale thickness. I gave you a general info about controlling thickness. My suggestion is applying dip coating method with any number of dipping satisfied you and also optimizing its parameters like dipping and withdrawal speeds, angle of dipping, and so on. In this way, you can have a good control on thickness.
