This is hard to understand. Can you describe the system a bit more detailed. Do you pump groundwater up for cooling water and return it to the ground?
I have say that in desert water coolers water return to tank attached with system.
Arpana, I am inclined to agree with Khaled. Except an impediment has an out right negative inhibiting impact, then the deployment of solar technology may be conducive; considering sustenability and environmentally friendly practices.

For water lifting wind mill is best option. For running water cooler make efficient pump and fitting with minimum joints and obstruction to save energy and finally solar energy can be harnessed during sunny days to generat power to run water cooler.
