This seems to be a fairly straightforward problem - the efficiency rating almost certainly mandates the use of a switched-mode design, and as there's no upper limit to the cooling flow, this is perfectly achievable.
But the real puzzle is the need for an IP66 rating - I'd challenge the question-setter. This is unreasonably stringent - and while it could be achieved, it's a needless complication.
