Water use efficiency is not conservative, as it varies under differential inputs as well biotic/abiotic stresses, but normally we describe WUE under potentially grown condition, in a way to assess the total water needs of crops/cropping systems.
our interest always lies in knowing WUE for crops/important cultivars/cropping system in terms of evapo-transpiration, ET + drainage (in case of rice), conjunctive water use (in terms of use of poor quality waters) or applied water.
Within our RG group, there are eminent water management experts, and the question is of collation of these imp efficiency factors in order to management our resource inputs.

Dr Rao, the paper is really excellent, WUE of major crops in tropical/sub-tropical region can help us in consolidation, dependence on cultivar, water, nutrients availability and can aid us in irrigation scheduling

I suggest you read Xueliang Cai et al's excellent review of water productivity in 10 major basins. These provide excellent global scale insight and refers you to detailed measurements in several basins such as the IGB and Nile. you should be able to get a copy via the link below.

Naveen , for simultaneous diagnosis of different nutrient constraints , DRIS concept has proven worth , besides ahve the ability to rate the magnitude of different nutrient constraints in the order of their increasing or decreasing imoact on yield. I ahve already sent to you our work on DRIS , hope you would have gone through it.

Naveen, although it is written for corn and soybean systems, we have a recent publication on systems WUE here: http://onlinelibrary.wiley.com/doi/10.1111/gcb.13101/full and available on my profile page. Our definition takes into account ET, drainage, and runoff. Hope it helps!
thanks Ranae, for a nice paper, our interest is water production functions for crops, rather dated ones to evaluate sensitivity of crop growing stages to moisture availability effects for imp crops/cropping systems, as well simple crop model development using water and nutrients use efficiencies
