It can seem to be a clear difference between a collegue that helps restructure a manuscript quite a bit, into something publishable, and a paid editor at a company specialised on and living by language correction and fixing right format on references.
However, even in the first case, the Vancouver convention tells us that all co-authors should be involved at all stages during the work with a paper: planning, literature review, research question, method choice, data collection, results, analysis, discussion, conclusion - and writing it al down/ editing. This convention, covering papers in medicine directly, are accepted in most other disciplines as well. There are 4 critera for being an author (citation from : http://www.icmje.org/recommendations/browse/roles-and-responsibilities/defining-the-role-of-authors-and-contributors.html
” The ICMJE recommends that authorship be based on the following 4 criteria:
- Substantial contributions to the conception or design of the work; or the acquisition, analysis, or interpretation of data for the work; AND
- Drafting the work or revising it critically for important intellectual content; AND
- Final approval of the version to be published; AND
- Agreement to be accountable for all aspects of the work in ensuring that questions related to the accuracy or integrity of any part of the work are appropriately investigated and resolved.”

It is true, Editors play crucial roles in helping journals and authors but that wouldn't be ethical to compensate them with authorship.
