Potential by essence and for any renewables never take into account the efficiency. Moreover, efficiency depends on different factors among them PV technology.

13.9 TWH per year = 1.39e+7 MWH per year estimate the capacity production per MW

1.39e+7/3000 = 4633,33 MW (4.6GW) very weak ?

Algeria target 12 GW from PV how is that possible ?

There must be some basis for the "target" figure that you mention. Why not check out how that figure was arrived at ??
