A research hypothesis:

- In the Czech Republic, speeding enforcement is low as well as sanctions; therefore drivers are often speeding.

- But when Czech drivers cross the border, for example to Austria or Germany, the risk of enforcement and sanctions becomes higher so they may adapt their driving and thus drive "safer" than in the Czech Republic.

- And the opposite may hold for foreign drivers entering the Czech Republic (and becoming less safe drivers).

Is anybody aware of any research/papers/results related to these hypotheses? Thanks!
