In the public higher education institutions (PHEIs), our speedy and maximum promotion largely depends on research undertakings usually in publication. As part of the guidelines, one cannot proceed with the accreditation process for full-professorship unless he has published a paper in a locally-accredited, or Scopus/ISI-indexed journals. Given the rule, it essentially discriminates all other journals not indexed in the prescribed system. It appears that other research journals, regardless of their stringent mechanisms from submission, acceptance to publication notwithstanding their competent reviewers and editors, are implicitly not credible or dependable, and therefore useless. Despite their own indexing systems that are obviously many, these "non-Scopus or ISI" journals and publications are considered to be unscrupulous and good-for-nothing. However, I am quite surprised nowadays to see over social media of many information, posts and advertisements recruiting, inviting and motivating authors to submit papers for sure or quick publication in Scopus Indexed Journals , WoS, etc. As submission fees are clearly evident, it seems that the modus is just the same as of the other journals. I am just stating these facts to create reactions and discussions on the matter which to me is not fair with other reputable journals, despite their non-inclusion in the Scopus/WoS list.
