I was in Malawi last week working on a new project, stimulated by the economist Greg Parkhurst. Greg's idea is of paying farmers (via a coupon) for an ecosystem service (in our case encouraging soil conservation in agriculture) and paying them even more if they share a boundary with a neighbour who is also doing the same. That way, the "agglomeration payments" help promote landscape-scale uptake of conservation measures.
I love this idea: such a neat approach to get to the "scaling up issue". I wonder whether there are other creative ideas out there to stimulate uptake of ideas at a large scale. What are the neatest ideas around?
Another example, given to me by a colleague in the Welsh government, of a neat PES scheme. A factory wanted to discharge waste water into a river and applied for a license. The govt turned this license down because it would have taken the river above env'tal thresholds but suggested it would grant the license if the factory encouraged (paid) upstream farms to reduce their nutrient loading. Lo! this is what happened, and the license was duly granted, with the river ending up better than it was before.
